Immigration spiked by 43.4 per cent year over year to hit a record for the number of new permanent residents to arrive in a single January as 2023 got off to a strong start, the latest data from Immigration, Refugees and Citizenship Canada (IRCC) reveals. During the first month of this year, Canada welcomed 50,885 new permanent residents, up from 35,450 newcomers for the comparable month last year and also more than double the number of new permanent residents in December 2022. As last year drew to a close, Canada saw 23,440 new permanent residents, or less than 46.1 per cent of the number in January, 2023. With the exception of 2020, the first year of the COVID-19 pandemic when governments put in place restricted international travel and Canada implemented stringent public health measures, immigration for the month of January has steadily increased almost every year. In January 2015, 12,915 foreign nationals got their permanent residency in Canada. Since then, immigration to Canada has almost quadrupled, rising to almost 394 per cent of the level of immigration for that month eight years earlier. During that period, total immigration to Canada has grown to record levels, hitting 437,500 new permanent residents last year, a growth of slightly more than 60.9 per cent. In its 2023-2025 Immigration Levels Plan, Ottawa set the immigration target for this year at 465,000 new permanent residents. The country is to welcome 485,000 new permanent residents in 2024 and another 500,000 in 2025. That’s a total of 1.45 million new permanent residents to Canada over the next three years. Last year, Ontario was the most popular destination for new permanent residents with Canada’s most populous province welcoming 184,725 new permanent residents in 2022. That was 42.3 per cent of the total number of new permanent residents to Canada that year. Economic programs, including the Ontario Immigrant Nominee Program (OINP), Agri-Food Immigration Pilot (AFIP), Canadian Experience Class (CEC), Caregiver programs, Rural and Northern Immigration Pilot (RNIP), Federal Skilled Trades (FST) and Federal Skilled Worker (FSW) programs, the Start-Up Visa (SUV) and Self-Employed Persons (SEP) programs, and the Temporary Resident to Permanent Resident Pathway accounted for roughly half of all new permanent residents coming to Ontario in 2022. Quebec Had The Second-highest Number Of New Permanent Residents Last YearThose programs helped 93,795 new permanent residents arrive in Ontario last year. Another 46,610 new permanent residents arrived in Ontario through family sponsorships and 39,765 came through Canada’s refugee programs. Next door, the francophone province of Quebec welcomed the second-highest number of immigrants last year with 68,685 new permanent residents arriving in La Belle Province in 2022. In 2022, British Columbia welcomed 61,215 new permanent residents or 14 per cent of the total number of immigrants to Canada. Going east, immigration to Alberta, the westernmost Prairie province, boomed last year, rising by 25.5 per cent to hit a record-breaking 49,460 new permanent residents. Saskatchewan saw a 97.6-per cent growth in immigration last year with the number of new permanent residents rising to a record-breaking 21,635. Next door, Manitoba also saw impressive growth in immigration last year with the number of new permanent residents rising almost 30.6 per cent to hit 21,645. New Brunswick Immigration Almost Doubled In 2022 Due In Part To The AIPIn Atlantic Canada, New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador, aided by the Atlantic Immigration Program (AIP), all saw increases in their immigration levels.
New Brunswick almost doubled its level of immigration, jumping from 5,310 new permanent residents in 2021 to 10,205 last year. Nova Scotians welcomed 12,650 new permanent residents, an increase of 38.2 per cent over the previous year, and Prince Edward Island set a new provincial immigration record in 2022 as the number of new permanent residents nudged up to 2,665. Newfoundland and Labrador saw a 69.8 per cent surge in immigration as the province welcomed a record-breaking 3,490 new permanent residents last year. In the territories in Canada’s far north, immigration levels remained low last year. The relatively-young territory of Nunavut only received 45 new permanent residents. In the Northwest Territories, immigration slumped 20.3 per cent to 235 new permanent residents. And the Yukon showed a similar trend. In that westernmost territory, immigration was off by 23.5 per cent last year, down to 455, but that came on the heels of the Yukon’s record-breaking performance of 595 new permanent residents set in 2021.

Immigration, Refugees and Citizenship Canada (IRCC) issued invitations to 667 candidates with a minimum Comprehensive Ranking System (CRS) score of 748. This was the fourth program-specific draw of 2023 following results of the PNP-only draw on February 15. Three of the program-specific draws have been for the PNP while one has been for the Federal Skilled Worker Program (FSWP). All-program Express Entry draws were paused for 18 months between January 2021 and July 2022 due to border closures and restrictions caused by the COVID-19 pandemic. All draws in 2022 were all-program after July. Since the beginning of 2023, IRCC has held only two all program draws, meaning draws in which candidates from all three Express Entry managed programs were invited based on their minimum CRS score. Those draws each invited 5,000 candidates and were held one week apart on January 11 and 18. IRCC then waited two weeks for the next draw, which was the first PNP-only draw since June 2022. On the following day, IRCC held another draw, inviting 3,300 candidates from only the Federal Skilled Worker Program (FSWP). This was the first time since Express Entry began in 2015 that IRCC has held a FSWP-only draw. Australia must shift away from "permanently temporary" migration, and seize the opportunity provided by skilled people already here and abroad, the home affairs minister says. Clare O'Neil has called for an overhaul of Australia's migrant system, making it easier for skilled migrants to arrive to plug worker shortfalls, and for talented international students to remain in the country for the long term. But in a speech to the Australian Financial Review's workforce summit on Wednesday, Ms O'Neil warned fixing Australia's migration system was a "five-year project", saying Labor was working with "broken pipes" left behind by the Coalition. She compared Australia's position in the global talent race to "turning up to the starter’s blocks ... with lead weights tied around your ankles", with its migration system too complex and stringent. "[It] is broken. It is [not] strategic. It is complex, expensive, and slow. It is not delivering for business, for migrants, or for our population," she said. How Reliant Is Australia On Temporary Workers?Ms O'Neil described a reliance on temporary work as a "huge missed opportunity" for business. She criticised the rapid expansion in temporary migration under the former Coalition government, while the intake of skilled permanent migration remained relatively stagnant. She claimed the "staggering change in direction" towards temporary migration came with significant social and economic costs, but had occurred through "negligence" rather than proper policy debate. The number of temporary migrants in Australia - excluding visitor and transit visas - had jumped from around one million in 2007, when Labor was last in power, to 1.9 million today. That's despite Australia's skilled migrant intake remaining roughly the same, at 30,000 annually, she said. "It is now relatively easy for a low-skill, temporary migrant to come to Australia, but difficult, slow and not particularly attractive for a high-skill, permanent migrant to come here. We’ve got the system backwards," she said. So Who Is The Government Focusing On?Ms O'Neil described international students as "big untapped dividends", but warned many were "effectively forced to leave" after graduating. Around 40 per cent of those who remained ended up working in lower-skilled jobs than they were qualified for, partly because Australia lacked a system for integrating them into the broader workforce, she said. She referenced Brian Schmidt, a Nobel Prize-winning US physicist who migrated in 1994 before going on to become ANU vice-chancellor. "Brian’s visa was processed in four days. Today’s brilliant young astrophysicist, depending on the visa category, might have to wait for a year and pay thousands of dollars upfront ... What a loss [he] would have been for Australia," Ms O'Neil said. Speeding up recognition of overseas qualifications is also on the agenda. Ms O'Neil said despite a "desperate shortage" of nurses across the country, the visa system meant qualified foreigners can have to pay up to $20,000 and wait 35 months to have those qualifications recognised. "At the moment, it simply makes Australia an unattractive destination for the workers we really want and need," she said. What Impact Does Temporary Migration Have?Ms O'Neil said Labor is looking to end policies that create "permanently temporary" conditions. Those conditions left migrants unable to set roots in Australia, unable to invest in their education or get a loan to start a business. "Instead, many are on a Kafka-esque journey, perpetually filling in forms and cycling through different kinds of temporary visas. Not good for them, not good for the country," she said. Both the Coalition and Labor described the situation in the aged care sector as a "crisis" in the last term of government. Ms O'Neil conceded at the time that the pledge meant it would have "just over a year to find the additional nurses that we will need". The Comprehensive Ranking System (CRS) is used to rank skilled worker candidates who want to immigrate to Canada through Express Entry. Express Entry is a system that manages applications by Immigration Refugees and Citizenship Canada (IRCC) and is the main way the Canadian government welcomes economic class immigrants. Express Entry manages three separate programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC). Core Human Capital FactorsCore human capital factors include age, level of education, first language ability, second language ability and Canadian work experience. For example, age is one of the more influential factors. If you apply between the ages of 20-29, you will automatically receive 110 CRS points. Skill Transferability FactorsUnder this category, a maximum of 100 points are given for a candidate’s skill transferability factors. In addition, a candidate may want to consider if their spouse or common law partner would be a better principal applicant. It could be possible that a principal applicant’s CRS score may be lower than that of their partner, so it would be beneficial to have couples compare CRS scores. Finally, Express Entry candidates that have been nominated by a Canadian province for permanent residence can be awarded an additional 600 points towards their CRS score. Should You Enter The Pool With A Low Score?Entering the Express Entry pool if you are eligible is beneficial because it increases your chances of successfully immigrating to Canada. It is also free to enter the pool. In addition, CRS cut off scores are always fluctuating and so if you think your score is low, it may eventually be enough to secure an invitation to apply for permanent residence.
